General Counsel
Terros Health is pleased to share an exciting and rewarding opportunity for a General Counsel to join our team at our corporate office in Phoenix, AZ.
Terros Health is a health care company focused on the whole person, providing primary care and specializing in mental health and substance use treatment for over 50 years.
Location: Central Phoenix: Central Ave/ North of Thomas Rd
Hours: Full-Time; 40 hours/week
Job Responsibilities
- Serves as a trusted advisor to the executive team on legal, regulatory, and risk‑related matters and provides practical, business‑oriented legal guidance across departments including operations, compliance, HR and clinical teams.
- Provides legal guidance to support organizational strategy, operational decisions, and long‑term growth initiatives.
- Interprets and advises on federal, state, and local laws impacting healthcare delivery, behavioral health services, and nonprofit operations.
- Supports compliance with privacy laws and healthcare regulations in collaboration with the Privacy Officer.
- Provides guidance on mandatory reporting, licensing requirements, professional board matters, and patient‑related risk issues.
- Partners with Risk Management to identify, evaluate, and mitigate legal and operational risks.
- Oversees litigation strategy and serves as the primary liaison with outside counsel and insurance carriers.
- Advises leadership on reporting obligations to regulatory agencies and insurers.
- Provides legal support for court‑ordered treatment processes (e.g., Title 36) including filings and compliance requirements.
- Advises on complex patient cases, including high‑risk or high‑profile matters.
- Establishes guidance related to law enforcement interactions, subpoenas, and legal requests impacting clinical operations.
- Reviews, drafts, and negotiates contracts, agreements, and partnerships.
- Leads legal due diligence and advisory support for mergers, acquisitions, and joint ventures.
- Provides legal counsel on vendor relationships, payer agreements, and strategic partnerships.
- Manages relationships with outside counsel, regulatory bodies, and government agencies.
- Represents or coordinates representation of the organization in legal proceedings, negotiations, and regulatory matters.
- Coordinates testimony preparation and ensures legal compliance in court‑related activities.
- Oversees and prioritizes legal requests, including subpoenas, service of process, and internal consultations.
- Translates complex legal requirements into actionable, understandable guidance for leaders and staff.
- Provides direct leadership, coaching, and mentorship to team members to foster professional growth, excellence, and strong service delivery.
- Establishes performance expectations, conducts evaluations, and supports goal‑setting for all supervised staff.
- Builds and maintains a collaborative, high‑performing team through effective communication, training, and continuous improvement.
- Oversees workload distribution, resource planning, and staffing recommendations to ensure operational efficiency.
- Promotes a culture of accountability, customer service, and innovation across the organization.

Qualifications
- Juris Doctor (JD) from an accredited law school.
- Active membership in the State Bar of Arizona.
- Minimum of 5+ years of relevant legal experience (healthcare, nonprofit, or regulatory environment strongly preferred).
- Experience supporting nonprofit organizations or federally funded programs – preferred.
- Prior in‑house counsel or General Counsel experience – preferred.
- Strong legal judgment and risk assessment skills.
- Exceptional communication and stakeholder influence abilities.
- Ability to balance legal risk with operational needs in a mission‑driven environment.
- Strategic thinking with practical execution.
- Comprehensive understanding of federal, state, and local laws and evolving regulatory landscapes.
- Strong contract review and drafting skills.
- Highly effective written and verbal communication skills and proficiency with Microsoft Office (Word, Excel, Outlook, etc.).
- Must have a valid Arizona driver’s license, be 21 years of age with a minimum of 3 years driving experience, and meet requirements of Terros Health’s driving policy.
- Must successfully pass a TB screening and criminal background check.
- Must have a valid Arizona Fingerprint Clearance card or apply for an Arizona fingerprint clearance card (Level 1) within 7 working days of assuming the role.
